Notes: Senate Bill No. 9 approved on July 19, 1995 called for the creation of an Animal Welfare license plate. This plate carried a one-time $50 charge, which includes a $15 administrative fee and the remaining $35 being deposited in the State Treasury and credited to a special fund account to be known as the Animal Welfare License Fund in the Department of Natural Resources and Environmental Control, Division of Fish and Wildlife. The Department of Natural Resources and Environmental Control shall equally divide the funds to advocacy groups having an interest in animal welfare and animal population control.

Beveled edges around plate added around March 2010. Only Waldale 1 and Waldale 3 observed for this type.

Notes: In 2014, a statewide contest was held to redesign the Animal Welfare license plate. The First State Paw Draw Contest was won by Wilmington illustrator Andy Lendway, and the plate was unveiled in January 2015. There is a one-time $50 fee for this plate and the proceeds go to organizations or veterinary clinics that provide low-cost dog and cat spaying and neutering and to non-profit organizations that provide shelter to unwanted stray dogs and cats.
